Default Dry Live Sand?

How come that live sand can be sold dry?
I thought it has to be in water to keep the organisms and bacteria alive.

Live sand should be wet or moist Carib sea has just come out with a new live sand that is moist rather than water in the bag, it comes with a small pouch inside that has bacteria and clarifier in it to be added on set-up. I was curious when we first got it in so we tested it in a new tank and it works the same as their other live sand with water in the bag the sand is called Ocean Direct

So even though it says its dry its really just moist and a mix em up type setup here? Thats how I read the above, sorry Im still new here.
